USDOT opens $1.3B Charging and Fueling Infrastructure (CFI) Discretionary Program for FYXX

Opportunity: Charging and Fueling Infrastructure (CFI) Discretionary Grant Program Round 2
Overview and Eligible Uses: The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a competitive grant program created by the Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work, urban and rural areas alike, in addition to along designated Alternative Fuel Corridors (AFCs).
The CFI program provides two funding categories of grants: (1) Community Charging and Fueling Grants (Community Program); and (2) Alternative Fuel Corridor Grants (Corridor Program).
There is up to $1.3B in funding available under this NOFO, consisting of two components:
Up to $800M to fund CFI Round 2 applications to provide grants to eligible entities to strategically deploy publicly accessible EV charging infrastructure, hydrogen fueling infrastructure, propane fueling infrastructure, and natural gas fueling infrastructure in certain locations or along designated AFCs that will be accessible to all drivers of EVs, hydrogen vehicles, propane vehicles, and natural gas vehicles.
Up to $521.2M to fund applications previously submitted but not selected for award under the FY2022/2023 CFI Round 1 NOFO.
For both Community and Corridor programs, all projects funded must be publicly accessible, demonstrate benefits will flow to Justice40 communities, and be accessible to and usable by individuals with disabilities.
Community Program:
Located on any public road or in other publicly accessible locations, such as parking facilities at public buildings, public schools, and public parks, or in publicly accessible parking facilities owned or managed by a private entity.
May use funds to contract with a private entity.
Expected to reduce greenhouse gas emissions and to expand or fill gaps in access to publicly accessible infrastructure.
Corridor Program:
Located along a designated AFC; EV charging and other alternative fuels within 5 miles of the AFC (this is a change from the CFI Round 1 NOFO, which required EV charging to be within 1 mile of the AFC).
Must use funds to contract with a private entity.
Amount: Community grants will be between $500K and $15M, while corridor grants will have a minimum award amount of $1M and no maximum amount.

Unit of local governments
Special purpose districts or public authorities with a transportation function, including port authorities
Indian tribes
U.S. Territories
Authorities, agencies, or instrumentalities or entities owned by, one or more entities listed above
Group of entities listed above
State or local authorities with ownership of publicly accessible transportation facilities (applies to Community Program only)
Key Dates: Applications are due no later than 11:59 PM EST on August 28, 2024.
Applicants that submitted an application for funding under the FY 2022/2023 CFI Round 1 NOFO and were not selected must notify FHWA by email to CFIGrants@dot.gov by July 1, 2024 if they wish for the application to be reconsidered for award using the requisite reservation of funding. Round 1 applicants will not be permitted to modify, amend or supplement their Round 1 applications. They are allowed to request consideration under the reserved funds and may also submit a new application following criteria for the Round 2 NOFO.
