US DOT Opens FY 2025 Rebuilding American Infrastructure with Sustainability and Equity (RAISE)

Opportunity: FY 2025 Rebuilding American Infrastructure with Sustainability and Equity (RAISE)
Overview and Eligible Uses: The U.S. Department of Transportation's Rebuilding American Infrastructure with Sustainability and Equity (RAISE) program provides grants for surface transportation infrastructure projects with significant local or regional impact. These grants support eligible project sponsors in undertaking multi-modal and multi-jurisdictional projects often challenging to fund through other programs. For FY 2025, $1.5 billion is allocated, with Round 1 funding reserved for highly rated applications from the FY 2024 cycle that were designated as “Projects of Merit” but not awarded. Round 2 will use remaining FY 2025 funds and any additional appropriations made available.
RAISE grants cover both capital and planning projects focused on improving surface transportation infrastructure. Eligible capital projects include highways, bridges, public transportation, passenger and freight rail, port infrastructure, and intermodal projects. Additionally, projects that improve stormwater management to benefit aquatic species, or those investing in infrastructure on Tribal land with Federal maintenance responsibility, qualify. Planning projects related to transportation development, such as environmental and equity analyses, community engagement, feasibility studies, and benefit-cost analysis, are also eligible. Research, demonstration, or pilot projects are eligible if they establish long-term, independently useful surface transportation infrastructure.
Amount: Total Funding: $1,500,000,000
Minimum Funding Requests for Capital Programs: $1,000,000 (Rural Areas) and $5,000,000 (Urban Areas). There is no minimum request level for planning grant applications.

Any territory or possession of the United States
A unit of local government
A public agency or publicly chartered authority established by one or more States
A special purpose district or public authority with a transportation function, including a port authority
A Federally recognized Indian Tribe or a consortium of such Indian Tribes
A transit agency
A multi-State or multijurisdictional group of entities that are separately eligible
Round 1 Specific Requirement: Must have applied for this project in FY 2024 RAISE Program and have been designated a FY 2024 Project of Merit
Ineligible applicants include: Federal agencies, nonprofits, private entities, individuals
Multiple states may submit a joint application which specifically states each parties’ specific role
Key Dates:
December 2nd, 2024: Date by which a designated FY 2024 Project of Merit organization must contact the department for FY 2025 reconsideration (Round 1)
January 30th, 2025: Round 2 applications due date.
June 28th, 2025: Round 2 selections are expected to have been completed.
