NOAA Opens $76M for Coastal and Estuarine Habitat Protection and Restoration Competition

Opportunity: Coastal Zone Management (CZM) and National Estuarine Research Reserve System (NERRS) Habitat Protection and Restoration Competitions
Overview and Eligible Uses:
These competitions aim to support CZM and NERRS programs. Projects funded under these competitions will strengthen coastal resilience through habitat restoration; habitat restoration planning, engineering, and design; or land conservation.
CZM program funding will support coastal land acquisition and restoration to ensure the protection and wellbeing of coastal habitats and communities.
NERRS funding will support designated National Estuarine Research Reserve agencies and universities in coastal land acquisition and restoration to ensure the climate resiliency of coastal habitats and communities.
Amount: NOAA anticipates $60M in CZM competition funding and approximately 15 awards. Award size will vary by topic, ranging from $200K to $6M. For the NERRS competition, NOAA anticipates $16M in total funding and approximately 10 awards. Award size will vary by topic, ranging from $200K to $4M.

Eligible Applicants:
Eligible CZM program applicants include coastal state or territorial CZM programs that have existing approval by NOAA. For the NERRS program, lead state agencies or universities are eligible to apply. For both programs, non-governmental organizations may serve as lead applicant for habitat restoration or habitat restoration planning, engineering, or design projects, but may not serve as lead applicant for land conservation projects.
Key Dates: Letters of intent are due August 14, 2023. Full proposals are due January 10, 2024.
