IEPA Opens $1M for Unsewered Communities Planning Grant Program

Opportunity: Unsewered Communities Planning Grant Program - Round 3
Overview and Eligible Uses: The Illinois Environmental Protection Agency (IEPA) is offering $1 million in Planning Grants to support small and disadvantaged communities in addressing wastewater collection and treatment challenges. These grants aim to assist communities in developing a comprehensive Project Plan that identifies feasible solutions for wastewater issues in areas lacking adequate infrastructure. A well-prepared Project Plan positions communities to apply for future Construction Grants to implement these solutions. This funding initiative is part of the Unsewered Communities Planning Grant Program (UCPGP) and leverages Illinois EPA Water Pollution Control Loan Program (WPCLP) Loan Support funds.
Each applicant may request up to $30,000 to fund specific planning activities that contribute to the development of a Project Plan. Eligible costs include third-party contracts that support reporting requirements associated with the Uniform Grant Agreement (UGA). However, certain expenses are not eligible for funding, such as land acquisition, engineering or construction costs, planning for rehabilitation of existing wastewater facilities, and activities related to future growth projects. Only costs incurred during the grant agreement period will be considered.

Local government units in Illinois, such as:
Counties, municipalities, and townships
Sewerage or utility authorities, sanitary districts, and public water districts
Other local entities managing wastewater or water supply systems
Key Dates: Rolling submission timeline beginning December 10th, 2024 at 12:00 AM CST. Applications will be accepted until funding has been expended.
