HUD Publishes Implementation Notice for $837M Green and Resilient Retrofit Program for Multifamily Housing

Opportunity: Green and Resilient Retrofit Program for Multifamily Housing (GRRP)
Overview and Eligible Uses: HUD is announcing new funding through the Green and Resilient Retrofit Program (GRRP) to improve energy and water efficiency and climate resilience of HUD-assisted multifamily properties for low-income residents. This program is part of President Biden’s Investing in America agenda to rebuild the economy and will reduce greenhouse gas emissions. The program will also collect energy and water usage data from HUD-assisted multifamily housing properties to target opportunities for saving energy, cutting costs, and reducing emissions. Building owners can invest in technologies to reduce emissions and make properties healthier and safer for residents. The program is targeted to housing serving low-income families and supports equitable economic development.
Amount: The funding comes from the Inflation Reduction Act, which provides $837.5 million in grant and loan subsidy funding and $4 billion in loan commitment authority for this new program.
The law allocates $42.5 million for a new HUD initiative launching this summer to collect and assess energy and water usage data from HUD-assisted multifamily housing properties, aimed at identifying opportunities to save energy and water, cut costs, and reduce emissions.
Eligible Applicants: The program is for properties that receive assistance under the Section 8 Project-Based Rental Assistance (PBRA) program, the Section 202 Housing for the Elderly program, the Section 811 Housing for Persons with Disabilities program, or the Section 236 program.
