FEMA Updates Grant Scoring Methodology on 2 Infrastructure Award Programs
The updates are designed to ensure FEMA funding reaches the communities that need it most.
These changes to the program’s scoring methodology are a bit “in the weeds” but could provide substantial additional support to certain communities. If you are already applying for one of the two affected programs, this update may be especially important.
Programs Affected: Flood Mitigation Assistance (FEMA) and Building Resilient Infrastructure and Communities (FEMA)
Summary of Changes:
Lowering the cost-benefit threshold: FEMA uses a Benefit-Cost Analysis to determine whether certain projects are qualified for its funding opportunities. Applicants must complete this internal FEMA calculation to submit an application. FEMA is lowering the BCA threshold for many types of projects (to 0.75 for projects calculated with a 7% discount rate, and 1.0 for projects calculated with a 3% discount rate).
Lowering the match requirement: FEMA is also decreasing the non-federal match requirement to 10% (down from 25%) for projects in socially vulnerable communities. The full changes can be found in the press release.
