Opportunity: Fiscal Year 2024 Safeguarding Tomorrow through Ongoing Risk Mitigation Revolving Loan Fund Program
Overview and Eligible Uses: The objective of the Safeguarding Tomorrow RLF program is to provide funding to entities to establish a revolving loan fund for local governments to complete hazard mitigation projects and activities that will reduce risks from natural hazards for homeowners, businesses, nonprofit organizations, and communities in order to decrease the loss of life and property; the cost of insurance; and federal disaster payments.
Entities will use Safeguarding Tomorrow RLF program grants to administer revolving loan funds and provide loans for projects and activities that mitigate the impacts of natural hazards. Eligible projects and activities for loan funding include construction or modification of natural or built infrastructure to increase resilience, building code adoption and enforcement, local zoning and land use planning changes encouraging low-impact development or watershed-level planning, and developing local hazard mitigation plans.
Amount: $500 million is invested in the Safeguarding Tomorrow Revolving Loan Fund program over five years to reduce disaster suffering and avoid future disaster costs. For 2024, FEMA made $150M available.
FEMA received $100 million annually from 2022-2026 for this grant program under the Bipartisan Infrastructure Law.

Tribal Nations having received a direct major disaster declaration under the Robert T. Stafford Disaster Relief and Emergency Assistance Act
Key Dates: The application period begins on February 1, 2024, and the deadline for submission is April 30, 2024.
