EPA releases implementation framework for its $27B Greenhouse Gas Reduction Fund (GGRF)

Opportunity: EPA’s Implementation Framework for the Greenhouse Gas Reduction Fund
Overview and Eligible Uses: EPA's GGRF program aims to reduce greenhouse gas emissions and deliver benefits to low-income and disadvantaged communities.The program will create three competitions:
The National Clean Investment Fund will fund 2-3 national nonprofits to partner with private capital providers to finance clean technology projects at scale.
The Clean Communities Investment Accelerator ( will fund 2-7 hub nonprofits to build clean financing capacity of community lenders, ensuring access to financing for clean technology projects in low-income communities.
Solar for All will provide grants to expand investment in residential and community solar in low-income and disadvantaged communities.
The competitions will work in tandem to maximize benefits for American communities.
Amount: $27B will be available. $14B for National Clean Investment Fund, $6B for the Clean Communities Investment Accelerator competition, and $7B for the Solar for All competition

Eligible Applicants:
Nonprofit organizations that:
Have a mission focused on providing capital and financial assistance for low- and zero-emission technologies
Cannot receive deposits or member accounts under federal law
Are funded by public or charitable contributions
Have legal authority to invest in or finance projects
Key Dates:
Formal NOFOs are expected as early as June 2023.
EPA is accepting technical feedback and comments on the competition descriptions until May 12, 2023, via email at ggrf@epa.gov.
