EPA Opens $6B Clean Communities Investment Accelerator Program -One of three components of the Greenhouse Gas Reduction Fund
Eligible applicants: nonprofits. Applications are due October 12, 2023
Announcement Type: Notice of Funding Opportunity (this program is accepting applications)
Opportunity: EPA Greenhouse Gas Reduction Fund (GGRF) Clean Communities Investment Accelerator (CCIA) program
Overview and Eligible Uses: The CCIA aims to finance clean technology deployment in low-income and disadvantaged communities and build capacity of community lenders to do so. The CCIA will support 2–7 hub nonprofits that will provide funding and technical assistance to networks of community lenders that in turn finance clean technology deployment in eligible communities. Selected hub nonprofits are expected to mobilize private capital and support networks of community lenders in developing self-sustaining programs.
CCIA-eligible projects are those that reduce or avoid greenhouse gas and other emissions; provide additional benefits to communities such as clean energy, energy efficiency, clean transportation, affordable housing, and workforce development; would not otherwise have been financed; mobilize private capital; and support commercial technologies in low-income and disadvantaged communities. The CCIA is one of three competitions (including the $7B Solar for All competition) for the $27B Greenhouse Gas Reduction Fund, created by IRA. The CCIA is designed to work in tandem with the National Clean Investment Fund, another component of the GGRF.
Amount: A total of $6B is available for the CCIA competition. There is no minimum or maximum award size. EPA anticipates making 2-7 awards.
Award Type: Grants or cooperative agreements
Eligible Applicants: Eligible applicants are non-depository nonprofit organizations “designed to provide capital, leverage private capital, and provide other forms of financial assistance for the rapid deployment of low- and zero-emission products, technologies, and services.” Coalitions are also eligible to apply
Key Dates: Applications are due October 12, 2023. A webinar for the CCIA will take place on July 27, 2023.
