Overview and Eligible Uses:
This funding opportunity is designed to support projects that enhance local government infrastructure for managing post-consumer materials. Its primary goals are to reduce municipal solid waste (MSW), increase waste diversion from landfills and incinerators, and fund innovative solutions like recycling, composting, and waste prevention. The program is part of the Justice40 Initiative, aiming to deliver 40% of environmental and climate-related benefits to disadvantaged communities. Projects will be awarded under two categories: Track 1 for disadvantaged communities and Track 2 for all other communities.
The EPA is looking for projects that build or improve solid waste infrastructure, lower greenhouse gas emissions, and create cleaner, more resilient communities. Eligible projects might involve expanding waste collection systems, constructing recycling facilities, enhancing material recovery processes, and addressing environmental justice issues in underserved communities. Special attention will be given to projects benefiting marginalized populations, such as communities of color, low-income groups, tribal populations, and vulnerable individuals like the elderly and children. Proposals should show measurable impacts, such as higher recycling rates and improved waste management infrastructure.
Amount: A total of $58M is available. EPA anticipates making 20 to 30 awards ranging from $500k to $5M each. Approximately $23.2M (40%) of the total amount will be awarded to projects that benefit disadvantaged communities.
Award Type: Cooperative Agreement
Eligible Applicants:
Political Subdivisions of States and Territories: counties, cities, towns, parishes and local government units approved by state legislature.
Other Entities: state or territorial institutions of higher education, special district, housing authorities. These organizations are required to provide legal documentation for eligibility approval.
