EPA Opens $40M Opportunity for Tribal Solid Waste Infrastructure for Recycling

Opportunity: Solid Waste Infrastructure for Recycling (SWIFR) Grants for Tribes and Intertribal Consortia
Overview and Eligible Uses: The SWIFR program aims to encourage “environmentally sound post-consumer materials management,” reduce and divert solid waste, and expand access to “source reduction, reuse, recycling, backhaul, anaerobic digestion, and composting.”
Specifically, this opportunity provides funds for tribes and intertribal consortia for:
Planning for “environmentally sound post-consumer materials management”;
Implementation of post-consumer materials management plans, including costs related to infrastructure, equipment, and construction; and
Identifying, establishing, or improving end-markets for recycled materials
SWIFR is a covered program under the Biden administration’s Justice40 Initiative, which requires at least 40% of the benefits of covered programs to flow to disadvantaged communities.
This opportunity is part of the $275M for the SWIFR program by IIJA.
Amount: EPA anticipates awarding approximately 60 awards (at least one per EPA Region) for a total of $40M under this announcement. The minimum award is $100,000, and the maximum is $1.5M.
