EPA Opens $2.9B Clean Ports Program
Eligible applicants: port authorities, state/regional/local/tribal gov'ts, air pollution control agencies. Applications are due May 28, 2024

Opportunity: EPA Clean Ports Program: Zero-Emission Technology Deployment Competition and Climate and Air Quality Planning Competition
Overview and Eligible Uses: The Clean Ports Program aims to help ports across the country transition to zero-emissions operations. It provides funding for “zero-emission port equipment and infrastructure as well as climate and air quality planning at U.S. ports.”
EPA has issued two Notices of Funding Opportunities for the program:
Zero-Emission Technology Deployment Competition - eligible uses include:
Zero-emission mobile equipment that serves a port (cargo handling equipment, trucks, locomotives and railcar movers, harbor craft and other vessels),
Zero-emission infrastructure for mobile equipment (shore power for vessels, electric charging and hydrogen fueling, solar and wind electric generation systems), and
Relevant supporting activities (project-specific public engagement, safety/operational planning, project management, data collection, permit applications, etc.)
Climate and Air Quality Planning Competition - eligible activities include emissions inventory and accounting activities, stakeholder collaboration and communication, strategic analysis and goal setting, and resiliency planning.
Amount: A combined $2.94B is being made available across the NOFOs:
Zero-Emissions Technology Competition: $2.79B total across three tiers
Tier A: 5-10 awards for water port projects between $150M and $500M each
Tier B: 25-70 awards for water or dry port projects between $10M and $150M each ($5M minimum for small water port projects)
Tier C (Tribal applicants only): 2-10 awards for water or dry port projects between $2M and $50M
Planning Competition: $150M total; 50-70 awards between $200k and $3M each
Award Type: Grants or cooperative agreements
Eligible Applicants: Eligible applicants for both competitions include:
port authorities;
state, regional, local, or Tribal agencies with jurisdiction over a port authority or port;
air pollution control agencies; and
private entities that own, operate, or use relevant equipment and technology in partnership with an above-mentioned applicant
Key Dates: Applications are due May 28, 2024. EPA requests optional, informal notices of intent to apply by March 28, 2024.
