EPA Opens $250M in Planning Grants for Climate Pollution

Opportunity: Climate Pollution Reduction Grants (CPRG)
Overview and Eligible Uses: The Climate Pollution Reduction Grants (CPRG) program will provide grants to states, local governments, tribes, and territories to develop and implement plans for reducing greenhouse gas emissions and other harmful air pollution. Planning funds can be used to update existing climate, energy, or sustainability plans, or to develop new plans.
Amount: $250M in total funding will be awarded through this NOFO. Presumptive allocations via formula funding includes:
$3 million to all 50 states, District of Columbia (DC), and Puerto Rico, for a total of $156 million
$1 million to each of the 67 most populous metropolitan areas, for a total of $67 million
$25 million to tribes and tribal consortia and $2 million to U.S. territories
Award Type: Cooperative Agreements (Planning Grants)
Eligible Applicants: States, District of Columbia, Puerto Rico; air pollution control agencies; municipalities; territories; tribes; or groups of such eligible entities. Program guidance released on March 1, 2023.
Key Dates:
The lead organization for a state must submit the Notice of Intent to Participate (NOIP) by March 31, 2023.
The lead organization for a metropolitan area must submit the NOIP by April 28, 2023.
Applications for tribes and territories are due June 15, 2023
