EPA Opens $16M for Environmental Justice Pollution Prevention Grants

Overview and Eligible Uses:
1.) Pollution Prevention Grants: Environmental Justice in Communities: Grants awarded under this program must improve human health and the environment in disadvantaged communities by providing technical assistance to businesses (e.g., information, training, expert advice) on pollution prevention (P2) approaches that can help businesses reduce the use and release of hazardous substances. Recipients must develop at least one case study on their approach as a condition of the grant.
2.) Pollution Prevention Grants: Environmental Justice Through Safer and More Sustainable Products: Grants awarded under this program must provide pollution prevention technical assistance to businesses (e.g., information, training, expert advice) to increase the supply, demand and use of safer and more sustainable products, such as those that are certified by EPA’s Safer Choice Program, or those that conform to EPA’s Recommendations for Specifications, Standards and Ecolabels for Federal Purchasing.
These grants are funded by the Bipartisan Infrastructure Law and are considered a part of the Biden Administration’s Justice 40 initiative, designed to assure that 40% of the overall benefits of certain Federal investments flow to disadvantaged communities.
Amount: Total estimated budget of $16 million. A total of $8 million of Environmental Justice in Communities grants will be awarded to an estimated 25 recipients, with individual grants ranging from $1.2 million to $8 million. A total of $8 million of Environmental Justice Through Safer and More Sustainable Products grants will be awarded to an estimated 25 recipients, with individual grants ranging from $1.2 million to $8 million.

Eligible Applicants:
States
District of Columbia, the U.S. Virgin Islands, the Commonwealth of Puerto Rico, and any territory or possession of the U.S.
Any agency or instrumentality of a state or tribe, including colleges and universities
Federally recognized tribes and intertribal consortia
Entities that are not eligible for grant funding, such as local governments, businesses, community organizations and non-profit organizations, are encouraged to partner with eligible applicants to expand the reach of the proposed work and to increase the potential human health and environmental outcomes of the funded projects.
Key Dates: Environmental Justice in Communities applications are due June 6, 2023. Environmental Justice Through Safer and More Sustainable Products applications are due June 20, 2023.
