EPA Opens $14B National Clean Investment Fund

Opportunity: EPA Greenhouse Gas Reduction Fund (GGRF) National Clean Investment Fund (NCIF)
Overview and Eligible Uses: The NCIF will fund 2-3 nonprofits to mobilize private capital and advance clean technology deployment nationally. Selected entities will provide financing to households, businesses and nonprofits, and governments deploying qualifying clean technology and energy projects. They will also provide capital to community lenders and similar organizations who will, in turn, finance clean technology deployment projects.
A qualified project is one that “reduces or avoids greenhouse gas emissions or other forms of air pollution in partnership with, and by leveraging investment from, the private sector” or that assists communities in greenhouse gas reduction efforts.
The NCIF is one of three competitions (including the $7B Solar for All competition) for the $27B Greenhouse Gas Reduction Fund, created by IRA.
Amount: A total of $13.97B is available for the NCIF competition. There is no minimum or maximum award size.

Eligible Applicants: Eligible applicants are non-depository nonprofit organizations “designed to provide capital, leverage private capital, and provide other forms of financial assistance for the rapid deployment of low- and zero-emission products, technologies, and services”
Key Dates: Applications are due October 12, 2023. A webinar for the NCIF will take place on July 26, 2023.
