EPA opens $13.9 million for Pollution Prevention Program

Overview and Eligible Uses: The Environmental Protection Agency (EPA) is announcing a two-year competitive funding opportunity for awards to eligible entities to provide technical assistance (TA) to businesses to encourage the development and implementation of source reduction practices also known as pollution prevention or “P2”. Pollution prevention, also known as P2 or source reduction, is any practice that reduces, eliminates, or prevents pollution at its source prior to recycling, treatment, or disposal. EPA is requiring recipients to develop at least one P2 case study and one P2 success story during the grant period.
A P2 case study should provide detailed technical information on one or two specific source reduction/P2 practices implemented by a business, and the benefits achieved, so that other P2 TA providers or interested businesses have enough technical information that they can learn from and replicate those P2 practices.
P2 practices may involve but are not limited to: making equipment or technology modifications to reduce the amount of chemicals used or released into the environment, using environmentally preferable materials to reduce or eliminate the use of raw materials or more hazardous chemicals.
Amount: The total estimated funding for awards under this competitive opportunity is approximately $13.9 million, issued in full at the time of award. Individual award ceilings are $350,000. EPA anticipates issuing up to 50 awards. This opportunity does not include the fifty percent (50%) grantee funds matching requirement required by traditional P2 grants.

Applicants are strongly encouraged to consider partnering with others in the P2 stakeholder community to strengthen their ability to provide P2 technical assistance to businesses and facilitate the development, adoption and dissemination of P2 solutions.
In addition to this Notice of Funding Opportunity (NOFO), EPA is publishing a second Pollution Prevention (P2) NOFO using ongoing appropriated P2 State and Tribal Grant (STAG) funds. Applicants are welcome to apply to one or both NOFOs. If applicants apply to both NOFOs, the work described in each application should be self-contained and implementable as proposed.
