EPA opens $10M for Environmental Justice Thriving Communities Technical Assistance Centers Program

Overview and Eligible Uses: The EPA and federal agencies are collaboratively addressing environmental, public health, and energy challenges, with a specific focus on communities historically burdened by environmental, climate, and health risks. This Request for Applications (RFA) aims to enhance technical assistance and community engagement for underserved communities, encompassing a range of demographic groups such as people of color, religious minorities, LGBTQ+ individuals, persons with disabilities, rural residents, and those impacted by persistent poverty or inequality. The RFA strategically responds to these disparities while advancing broader federal initiatives centered on racial equity, climate resilience, and environmental justice.
The cooperative agreement, as part of this RFA, aims to deliver eligible services to participants within Region 1: encompassing the states of Maine, Vermont, New Hampshire, Massachusetts, Rhode Island, and Connecticut, along with 10 federally recognized tribes in these regions.
These services include offering guidance, technical assistance, and training to identify and address environmental and energy justice needs. This entails aiding in grant application and management, navigating government systems, understanding relevant grant programs, promoting community engagement, providing translation services, fostering knowledge of grant regulations, enhancing participation in decision-making processes, and building capacity. This includes supporting community champions to tackle environmental and energy justice challenges.
Amount: A $10 million award will span up to 5 years. Budget proposals should encompass the entire $10 million, allocating a maximum of $2 million per year.

Public and private universities and colleges and other nonprofit institutions of higher education such as community colleges.
Public and private nonprofit institutions/organizations (including philanthropic organizations).
Intertribal Consortia between two or more Indian tribal governments authorized by the governing bodies of those tribes to apply for and receive assistance and participate in self-governance.
