Opportunity: Reducing Embodied Greenhouse Gas Emissions for Construction Materials and Products
Overview and Eligible Uses: TThe Reducing Embodied Greenhouse Gas Emissions for Construction Materials and Products grant program will advance the goals of EPA’s Environmental Product Declarations Assistance Program as follows: Increase the robustness of greenhouse gas emissions data associated with the production, use, and disposal of construction materials and products; Assist businesses in disclosing and verifying these data via robust EPDs, as well as states, Indian tribes and non-profit organizations that assist these businesses; and Spur market demand for construction materials and products that have lower embodied greenhouse gas emissions.
The Reducing Embodied Greenhouse Gas Emissions for Construction Materials and Products grant program aims to promote standardization and transparency in Environmental Product Declarations (EPDs) to facilitate the consideration of embodied carbon in construction material and product procurement decisions. The Environmental Protection Agency (EPA) envisions funded projects falling into five main categories:
Robust Data for EPDs: Projects that contribute new or improved critical data and analysis to create reliable EPDs.
Robust Product Category Rule (PCR) Standard Development, PCRs, and Associated Conformity Assessment Systems: Projects that encourage the development of standardized PCRs, which specify what data should be collected for EPDs, how it should be collected, how it should be reported in EPDs, and the transparency and verification processes necessary for credible EPDs.
Robust Tools & Resources for EPD Development: Projects that support the creation of tools and resources that streamline the process of producing and disclosing reliable EPDs, making it faster and more cost-effective.
EPD Development and Verification: Projects that assist construction material and product manufacturers in creating dependable EPDs or those in which these manufacturers themselves produce reliable EPDs.
Robust EPD Data Platforms and Integration: Projects that support EPD reporting, availability, and verification, standardize different EPD systems, and promote the integration of EPDs into construction design and procurement systems.
Amount: The awards are expected to range from $250,000 to $10 million for individual grant and cooperative agreements, with periods of performance extending up to 5 years. The total anticipated funding for these awards is expected to reach up to $100 million
Award Type:
Direct Grants/Cooperative Agreements: These support entities to execute work directly without subawards.
Pass-through Cooperative Agreements: They enable subaward programs for carrying out the work. Applicants must align with EPA's guidelines.
Eligible Applicants: Entities eligible to apply for this funding opportunity include businesses that manufacture, remanufacture, and refurbish construction materials and products, and States, Indian Tribes, and nonprofit organizations that will support such businesses.
