DOT Opens Applications for $1.5B FY 2023 RAISE Program

Opportunity: National Infrastructure Investments, Department of Transportation, FY 2023 RAISE Grants Program
Overview and Eligible Uses: The Rebuilding American Infrastructure with Sustainability and Equity, or RAISE Discretionary Grant program, provides a unique opportunity for the DOT to invest in road, rail, transit and port projects that promise to achieve national objectives. Previously known as the Better Utilizing Investments to Leverage Development (BUILD) and Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grants, Congress has dedicated nearly $12.1 billion for fourteen rounds of National Infrastructure Investments to fund projects that have a significant local or regional impact.
Amount: The Bipartisan Infrastructure Law (BIL) provided a total of $1.5 billion, including amounts for capital awarards and planning awards. Capital awards using BIL funding will be made up to $25 million with a minimum award of $1 million. There is no minimum award size for planning awards. A 20% non-federal cost-share is required except in rural areas, historically disadvantaged communities, or areas of persistent poverty.
The FY 2023 Appropriations Act appropriated an additional $800M for the program, bringing the program total to $2.3 billion. $775M of the additional funding is being awarded under this NOFO. Awards made using Appropriations Act funding have a maximum award size of $45 million.
A maximum of $345M may be awarded to any single state.
