DOT Opens $9B for Northeast Corridor Passenger Rail

Opportunity: Federal State Partnership for Intercity Passenger Rail (Partnership Program)
Overview and Eligible Uses: This program is intended to support intercity passenger rail projects “of national and regional significance, improving infrastructure, equipment, and facilities, including bridges and tunnels, rail stations, and track.” Projects should ultimately improve reliability and lead to fewer delays. These specific funds are for projects in the Northeast corridor (NEC) between Washington, D.C. and Boston. Projects will be selected from those in the NEC Project Inventory. Priority projects on that list primarily include bridge and tunnel repairs.
The Federal Railroad Administration previously opened $2.3 billion through the Partnership Program for intercity passenger rail projects located outside the Northeast corridor. The Bipartisan Infrastructure Law awarded $36B total in supplemental funds to this program, which will be opened up over five years.
Amount: $8.97B total. There is no minimum or maximum award threshold, and FRA anticipates making multiple awards, of no set number, depending on project merits and need.
Award Type: Competitive grants and cooperative agreements
Eligible Applicants: A state, a group of states, interstate compact, public agency or authority chartered by a state, political subdivision of a state, Amtrak, and Indian tribes, or any combination of these entities.
