Overview and Eligible Uses:
The Inflation Reduction Act (IRA) of 2022 established the Low Carbon Transportation Materials (LCTM) Program to support the use of construction materials with lower greenhouse gas (GHG) emissions. This program aims to provide incentives for, or reimburse the costs of, incorporating these eco-friendly materials, such as concrete, glass, asphalt mix, and steel, into federally funded transportation projects.
The program’s broader goals include increasing the use of low-carbon materials in transportation infrastructure, promoting environmental quantification techniques, and fostering technology transfer and workforce development. By funding these initiatives, the Department of Transportation (DOT) seeks to reduce GHG emissions in the transportation sector, enhance climate resilience, and address environmental justice concerns.
This NOFO will award up to $800 million to eligible projects that align with the Administration’s priorities of sustainability, equity, and workforce development.
FHWA anticipates LCTM funds will be used to establish processes necessary to implement and use low carbon materials on a project under Title 23 of the U.S. Code. Funds may be used for work that may be necessary to determine material eligibility, availability, and appropriateness for use on eligible projects. This may include training and education, processes to qualify and use low carbon materials, specification development, and engineering materials testing.
