DOT Opens $7M in Hazardous Materials Safety Programs

Overview and Eligible Uses:
The Pipeline and Hazardous Materials Safety Administration (PHMSA) of the US Department of Transportation has announced more than $25 million in grant funding available for pipeline and hazardous materials safety programs. The funding aims to support first responders' training, strengthen safety programs, reduce environmental impacts, educate the public on local safety initiatives, and promote innovative safety technologies. The funding will go towards two grants: Pipeline Safety and Hazardous Materials Safety.
The funding opportunities mentioned in this post are related to four programs that are part of the hazardous materials safety grants:
The HMIT program is a “train the trainer” program whereby hazmat instructors are trained to instruct employees involved in transporting hazardous materials.
The CSG program provides funding for nonprofit organizations to conduct national outreach and training programs for localities in the preparation for and response to transporting hazardous materials.
The HMEP program supports planning and training activities for tribal government to ensure the safe transport of hazardous materials. Uses include training emergency responders and planning for emergency responses.
The ALERT program trains local emergency responders to respond to emergencies related to the transportation of flammable liquids by rail.
IIJA provided approximately $234M for Hazardous Materials and Emergency Preparedness Programs,$5M per year in Hazardous Materials Training Grants through FY 2026 and $4M per year for the CSG program through FY 2026. The ALERT grant program was codified by IIJA.
Amount: A total of $7M is being made available under this announcement. Expected awards range from $50k to $1M.

Key Dates: Applications for the HMIT, CSG and ALERT programs are due May 5, 2023. Applications for the HMEP program are due May 19, 2023
