Overview and Eligible: The Bipartisan Infrastructure Bill (BIL) emphasizes the substantial use of carbon-intensive materials like cement and steel in infrastructure projects, contributing to significant carbon footprints. To address this, the use of steel slag in construction materials, particularly in concrete and cement, is proposed to reduce emissions and promote a circular economy. The Inflation Reduction Act established the Low-Carbon Transportation Materials Grants program to incentivize the use of materials with lower greenhouse gas emissions. This funding opportunity supports research on steel slag utilization, aligning with the U.S. Department of Transportation's goals to decarbonize the transportation sector.
The research study outlined in this funding opportunity aims to advance decarbonization priorities by researching the properties and durability of steel slag in various transportation applications. Focus areas include cement manufacturing, concrete admixes, road base material, and other innovative uses. The study will explore testing methodologies, assess performance and durability, identify desirable properties, measure carbon footprint reduction potential, and provide recommendations for promoting steel slag use in transportation infrastructure. Additionally, market analysis, benefit-cost analyses, and technology transfer plans will be conducted to maximize the impact of employing steel slag in transportation applications.
Amount: The expected one-time funding amount is $5,000,000.

Eligible Applicants: Eligible applicant must be an accredited university with capabilities in conducting advanced research, data analysis and mining, laboratory and field testing related to concrete materials and have a good understanding of approaches and technologies and associated sciences of a scope that covers the requested services. Additionally, the incumbent must partner with a U.S. steel manufacturer that produces steel slag materials.
