Opportunity: 2023 Highway Use Tax Evasion (HUTE) Enforcement Grant
Overview and Eligible Uses: The BIL amended the HUTE Program to continue funding it at $4 million per year from 2022 to 2026. The HUTE Program's goal is to support the IRS, States, and the District of Columbia in enforcing fuel excise taxes and reducing evasion of motor fuel and highway use taxes through training and research. The Department of Transportation (DOT) plans to use the HUTE Program to create well-paying jobs with union options, enforce strong labor standards, and promote training programs like registered apprenticeships during project planning. Additionally, the program aims to foster wealth creation by incorporating local economic development and entrepreneurship, including Disadvantaged Business Enterprises, Minority-owned Businesses, Women-owned Businesses, and 8(a) firms. Funding for the HUTE Grant Program will be competitively awarded to expand efforts to improve motor fuel tax enforcement. This includes activities like enhancing tax examinations, developing automated tools to monitor fuel production and sales, reimbursing state expenses for tax compliance efforts, and implementing programs to reduce tax evasion related to other highway use taxes.
