Opportunity: Development of Fiscal Year 2024 Commercial Vehicle Safety Plans to Support National Safety Goals
Overview and Eligible Uses: }The Motor Carrier Safety Assistance Program (MCSAP) is a Federal formula grant program that provides financial assistance to States, and U.S. Territories to reduce the number and severity of crashes, injuries and fatalities and hazardous material incidents involving commercial motor vehicles.
The BIL is a substantial investment improving transportation safety with over $3.2 billion in FMCSA grant funding over 5 years. It empowers FMCSA and State partners to prevent CMV-related accidents, but challenges in effective resource use remain. The Office of Management and Budget supports measurable outcomes for grant recipients.
For FY 2024 MCSAP, CVSP submissions should adhere to national program elements outlined in 49 CFR § 350.203. These elements include driver and vehicle inspections, traffic enforcement, investigations, safety audits for new entrants, CMV safety in border states, PRISM participation, accurate data, public education, and other FMCSA-prescribed elements
Amount: For FY 2024, the MCSAP funding will be distributed according to the formula outlined in the FAST Act, with an estimated total of $479,202,500 after accounting for administrative costs, as detailed in the Bipartisan Infrastructure Law (BIL) provisions, subject to States meeting eligibility and program requirements.
Award Type: Competitive Grant
Eligible Applicants: States that meet all eligibility and program requirements outlined in 49 U.S.C. § 31102 and 49 CFR part 350 to receive MCSAP funds.
Key Dates: All requests for assistance must be received by Dec. 31, 2023.
