Opportunity: Strategic Innovation for Revenue Collection (SIRC) Program
Overview and Eligible Uses: The purpose of the SIRC Program is to provide grants to eligible entities to test the feasibility of a road usage fee and other user-based alternative revenue mechanisms to help maintain the long term solvency of the Highway Trust Fund.
The SIRC grant funds aim to support pilot projects addressing various objectives, including testing user-based alternative revenue mechanisms across different income groups and rural and urban settings, providing adoption recommendations, minimizing administrative costs, evaluating data collection methods and security, ensuring privacy, conducting public education, assessing compliance and enforcement ease, fostering innovation, considering revenue collection along alternative fueling networks, evaluating impacts on transportation revenues and costs, and exploring integration with nationwide transportation systems. FHWA emphasizes the focus on scalable, broad-based revenue mechanisms to sustain the long-term solvency of the Highway Trust Fund, prioritizing contributions to a transferable knowledge base.

Eligible Applicants:
A State or a group of States;
A Metropolitan Planning Organization (MPOs) or a group of Metropolitan Planning Organizations (as defined in 23 U.S.C. 134(b));
A local government or a group of local governments; and
Multi-jurisdictional groups
