Overview and Eligible Uses:
The Department of Transportation (DOT), Federal Aviation Administration (FAA) is offering $20 million in FY 2025 for the Airport Infrastructure Grant funds under the FAA Contract Tower (FCT) Competitive Grant Program. Established by the Bipartisan Infrastructure Law (BIL), this program provides annual grants from FY 2022 to FY 2026 to support airport-owned air traffic control tower (ATCT) projects. The program is designed to address the aging infrastructure of the nation’s airports by funding the construction, repair, modernization, and relocation of non-approach control towers, as well as the acquisition and installation of related air traffic control and communications equipment. The FAA emphasizes the importance of advancing safe and efficient transportation through these grants, aligning with broader goals to modernize infrastructure, promote environmental justice, and support underserved communities.
The FCT Competitive Grant Program funds may be used for various airport-owned ATCT projects, including:
Construction, repair, improvement, rehabilitation, modernization, replacement, or relocation of non-approach control towers.
Acquisition and installation of air traffic control, communications, and related equipment for use in these towers.
Construction of remote towers certified by the FAA, including the acquisition and installation of necessary equipment.
Projects that contribute to reducing greenhouse gas emissions, enhancing climate resilience, and supporting sustainable aviation technologies are particularly encouraged, in line with the President’s climate goals and relevant Executive Orders.
Amount: Estimated Total Program Funding: $20,000,000. Award Ceiling: $20,000,000. Award Floor: $25,000.

Airport sponsors approved in the FAA’s Contract Tower Program or Contract Tower Cost Share Program (49 U.S.C. 47124).
Entities normally eligible for Airport Improvement Program (AIP) discretionary grants (49 U.S.C. 47115).

Public agencies
Private entities
State agencies
Indian Tribes or Pueblos
Owners of public-use National Plan of Integrated Airport Systems (NPIAS) airports
The Secretary of the Interior for Midway Island airport
The Republic of the Marshall Islands
The Federated States of Micronesia
The Republic of Palau
