DOT (FTA) announces $13.4M for the Pilot Program for Transit-Oriented Development Planning

Overview and Eligible Uses: The Pilot Program for TOD Planning helps support FTA’s mission of improving public transportation for America’s communities by providing funding to local communities to integrate land use and transportation planning around a new fixed guideway or core capacity improvement project. Per statute, any comprehensive or site specific planning funded through the program must examine ways to improve economic development and ridership, foster multimodal connectivity and accessibility, improve transit access for pedestrian and bicycle traffic, engage the private sector, identify infrastructure needs, and enable mixed-use development near transit stations. Eligible uses for the funding include projects that:
Reduce greenhouse gas emissions and incorporate climate resilience measures.
Address disparities and increase equitable access to project benefits for all populations.
Promote equity and environmental justice, particularly for underinvested communities impacted by climate change.
Support job creation and incorporate strong labor standards and training programs.
Encourage local inclusive economic development and entrepreneurship.
Qualify for Transportation Infrastructure Finance and Innovation Act (TIFIA) and Railroad Rehabilitation and Improvement Financing (RRIF) TOD financing programs.

Eligible Applicants: a State or States, a U.S. Territory, or a local governmental authority, and they must be an FTA grant recipient (i.e., an existing direct or designated recipient) as of the publication date of the NOFO.
A proposer must either be the project sponsor of an eligible transit capital project or an entity with land use planning authority in an eligible transit capital project corridor. Evidence of a partnership between these two types of entities will be required unless the applicant has both responsibilities. Please refer to the NOFO for additional details.
Only one application per transit capital project corridor may be submitted to FTA. Multiple applications submitted for a single transit capital project corridor indicates to FTA that partnerships are not in place and FTA will reject all of the applications.
