DOT Announces $20M for FAA Contract Tower (FTC) Competitive Grant Program

Opportunity: FY 2024 Notice of Funding Opportunity: Bipartisan Infrastructure Law (BIL) FAA Contract Tower (FCT) Competitive Grant Program
Overview and Eligible Uses: The FCT Competitive Grant Program, established under the Bipartisan Infrastructure Law (BIL), allocates $20 million annually for five years (Fiscal Years 2022–2026) to facilitate the construction, improvement, and relocation of non-approach control towers, along with the acquisition and installation of air traffic control and communication equipment, including remote towers certified by the FAA. Notably, the initiative is in accordance with Executive Orders 13985 and 14052, emphasizing racial equity, supporting underserved communities, promoting clean energy, and enhancing infrastructure resilience to climate change. Funding is directed towards projects that reduce greenhouse gas emissions, promote energy efficiency, foster sustainable land use and transportation design, support sustainable aviation fuels and technologies, enhance climate resilience, and prioritize the use of eco-friendly construction materials. The FAA will consider projects at an airport-owned Airport Traffic Control Tower (ATCT) that sustain, construct, repair, improve, rehabilitate, modernize, replace, or relocate nonapproach control towers; acquire and install air traffic control, communications, and related equipment to be used in those towers; or construct a remote tower certified by the FAA including acquisition and installation of air traffic control, communications, or related equipment.
Amount: Estimated total funding is $20M with maximum awards of $20M and minimum awards of $25,000
