DOT and FHWA open $85M in Funding for Advanced Digital Construction Management Systems

Opportunity: Notice of Funding Opportunity for the FY 2022-2026 ADCMS
Overview and Eligible Uses: Section 13006(a) of the Bipartisan Infrastructure Law (BIL) established the ADCMS Program.
ADCMS are digital technologies and processes for management of construction and engineering activities, including systems for infrastructure planning and coordination, design, construction, maintenance, modernization and management, and asset management including hardware, mobile devices, software, ‘internet of things’ (IOT), and personnel. It also includes the development and support of systems to enhance and share data across an asset’s lifecycle and between organizational silos, also referred to as maximizing interoperability.
This program is one aspect of the FHWA’s multifaceted Technology and Innovation Deployment Program and provides funding as an incentive for State DOTs. The program is intended to promote, implement, deploy, demonstrate, showcase, support, and document the application of ADCMS practices, performance, and benefits.
The FHWA seeks to fund projects under this NOFO that will advance one or more administration goals, including
Safety
Climate Change and Sustainability
Workforce Development, Job Quality, and Wealth Creation
Equity
Amount: The FHWA anticipates awarding 5-10 ADCMS Program grants for each of FY 2022 to FY 2026, with awards ranging from $1M to $5M.
This will result in a total distribution of up to $34M of federal funds for combined FYs 2022 and 2023, and up to $17M of federal funds each for FY 2024, 2025, and 2026.
Award Type: Discretionary grant / Cost reimbursement grant with cost-sharing
Eligible Applicants: State DOTs (including the District of Columbia and the Commonwealth of Puerto Rico).
State DOTs are encouraged to work in partnership with other State DOTs, local governments, Tribes, and private industry in designing their proposed projects. For projects involving partnerships, the FHWA expects one State DOT to serve as the lead entity and to be the grant recipient.
