DOE Opens $90M Resilient and Efficient Codes Implementation Program

Opportunity: Department of Energy Resilient and Efficient Codes Implementation (RECI) program
Overview and Eligible Uses: The RECI program supports “building energy code adoption, training, and technical assistance” among state, Tribal, and local governments to improve energy efficiency and resilience and to meet climate objectives. DOE encourages applicants to design projects that align with 10 wide-ranging areas of interest (specified in the FOA) and 5 key outcomes, including next-generation workforce development, energy code updates and compliance, advancing new energy code-related approaches and tools, and increasing equity.
Eligible activities include providing energy code-related training and materials, collecting and sharing data on code implementation, implementation and compliance planning, addressing specific implementation needs, and and implementing updates in energy codes, among others.
DOE announced the first RECI recipients in July 2023.
Amount: A total of $90M is available. DOE anticipates making 20 to 40 awards of $500k to $10M each.
Award Type: Cooperative agreements
Eligible Applicants: Eligible applicants include relevant energy-related state, territory, and Tribal agencies. DOE prefers and prioritizes applications from partnerships including the entities above and local building code agencies; code and standards develoeprs; professional associations in buildings/design and construction; local and utility energy efficiency programs; and consumer/energy efficiency advocates.
Key Dates: Concept papers are due April 5, 2024. DOE will encourage a subset of applicants to submit full applications, due June 6, 2024
