DOE opens $8.8M for the Energy Efficiency and Conservation Block Grant (EECBG) Program

Opportunity: BIL Energy Efficiency Conservation Block Grant (EECBG) Competitive Program
Overview and Eligible Uses: This program provides grants and technical assistance to local governments and Tribes ineligible for EECBG formula grants, to accelerate the adoption of clean energy at the local level. It supports the development of plans and projects that overcome barriers to clean energy deployment, encourages collaboration among communities, and prioritizes stakeholder engagement and benefits to communities, including disadvantaged ones.
The FOA offers two tracks for applicants: Track 1 focuses on planning, analysis, and strategy development, while Track 2 focuses on implementation and scaling of clean energy projects. Proposals can span a wide range of geographic scopes and should align with one or more of the activity areas defined in the 42 U.S. Code § 17156, which include energy efficiency, renewable energy, building efficiency and electrification, transportation, material conservation, methane and greenhouse gas reduction, and financing programs for clean energy projects.
Selected awardees will also have access to technical assistance, including community of practice trainings, coaching, equity training, and support in navigating other federal resources, among others, to help ensure successful implementation of their projects. All work for projects selected under this FOA must be performed in the United States.
Amount: DOE will offer $8.8 million in federal funding through this FOA for new awards. They plan to make 10-20 awards ranging from $200,000 to $2,000,000 each.

Eligible Applicants:
US local governments and Indian Tribes that are ineligible for the EECBG Formula grant. Indian Tribes that are federally-recognized are not eligible for this program, but state-recognized Tribes are. Local governments that are not listed here are eligible for this program. DOE encourages communities to team up on a single application.
Priority will be given to communities in states and territories with populations < 2 million, namely Alaska, American Samoa, Delaware, Guam, Hawaii, Idaho, Maine, Montana, Nebraska, New Hampshire, North Dakota, Northern Mariana Islands, Rhode Island, South Dakota, U.S. Virgin Islands, Vermont, West Virginia, and Wyoming ; and to proposals that would result in significant energy efficiency improvement or electrification.
Key Dates: Concept papers are due on June 05, 2023. Full application are due August 07, 2023.
