Opportunity: DOE Industrial Assessment Centers (IAC) Implementation Grant Funding 2024 - Open Solicitation
Overview and Eligible Uses: The DOE Industrial Assessment Centers (IAC) Implementation Grant Program, funded by the Bipartisan Infrastructure Law, provides grants to 37 small and medium-sized manufacturers (SMMs) for implementing recommendations from IAC and Combined Heat and Power Technical Assistance Partnership (CHP TAP) assessments conducted since 2018, as well as equivalent assessments since 2021. These grants aim to enhance energy and material efficiency, increase productivity, and reduce emissions in SMMs, thereby strengthening the American manufacturing base. Additionally, the program supports the Justice40 initiative by improving business performance, increasing energy affordability, and creating high-quality jobs in disadvantaged communities, often utilizing registered apprenticeship programs and IAC Program participants.
Grants under this program can be used to implement energy efficiency and productivity improvement recommendations from qualified assessments. Eligible assessments include those conducted by IACs, CHP TAPs, and a specified list of third-party assessors since 2021. Projects funded through these grants should focus on enhancing energy and material efficiency, boosting productivity, and reducing emissions at SMMs. The program encourages federal investment in disadvantaged communities, promoting energy affordability and job creation through the implementation of these energy assessments.
Amount: This round of 37 implementation grants will be supported by $7.3 million in grant funding that will be matched by almost $20 million in industry investment.
Eligible SMMs can now receive a maximum of $300,000 of funding per grant. Multiple grants per quarter are allowable, provided each grant is dedicated solely to a unique project recommendation from a qualifying assessment. There is no limit to the number of grants per funding round per applicant, provided each assessment recommendation has not been previously funded.
Additionally, the program will require a minimum grant funding request threshold of $5,000, or in other words, a minimum of $10,000 in total project costs. This minimum threshold aims to focus this program's resources on helping manufacturers implement larger capital projects that are less likely to be feasible without the federal funding.

Eligible Applicants:
Workstream 1 Implementation Grants - Eligibility Criteria
Domestic Entity: Must be organized under U.S. laws.
Manufacturer or Water/Wastewater Treatment Facility: Includes NAICS Codes 31-33, 1114, and 22131-22132.
Sales and Energy Bills: Gross annual sales under $100 million; annual energy bills between $100,000 and $3.5 million.
Employee Count: Fewer than 500 employees.
Assessment-Based Projects: Must address recommendations from IAC or equivalent assessments since 2018.
New Projects: Projects must not have been previously implemented.
Minimum Project Cost: At least $10,000.
Workstream 2 Eligibility Criteria
Domestic Entity: Must be organized under U.S. laws.
Vendor-Agnostic: Recommendations must be vendor-neutral.
Broad Assessment Scope: Assessments must cover diverse technology areas.
Transparency and Collaboration: Must provide protocols, calculation details, and interact with DOE and stakeholders for quality assurance.
