DOE Opens $530M for Technical Assistance for the Adoption of Building Energy Codes

Opportunity: Inflation Reduction Act of 2022 (IRA) Assistance for the adoption of the latest and zero building energy codes.
Overview and Eligible Uses: The Inflation Reduction Act (IRA) provides funding for states and local governments with the authority to adopt traditional building energy codes and innovative building energy codes, such as building performance standards, to lead the way in decarbonizing the new and existing residential and commercial buildings. Codes are typically used to "raise the floor," but this opportunity lets jurisdictions take innovative approaches to efficiency and emissions reductions for their new and renovated buildings through the adoption of the latest model energy codes, zero energy codes, or other standards with equivalent energy savings, like a building performance standard.
Codes and innovative approaches such as building performance standards supported under this opportunity are cross-cutting and will create more inclusive programs that align with the Administration's Justice40 priorities and will build capacity at the state and local level, including encouraging strong community and Tribal engagement. The potential impact from these innovations in building energy codes presents a nearly unprecedented opportunity to benefit all Americans through utility bill savings, more resilient and efficient buildings, support for the workforce, and reduce our contributions to the changing climate.
The opportunity has three topic areas:
Topic Area 1: Adoption and Implementation of Qualifying Building Energy Codes by Certain Units of Local Government.
Topic Area 2: Adoption and Implementation of the Latest Model Energy Codes or Zero Energy Codes with Combinations of Strengthening and Weakening Amendments by States and Certain Units of Local Governments
Topic Area 3: Adoption and Implementation of Innovative Building Energy Code Approaches by States and Certain Units of Local Government
Amount:DOE intends to allocate approximately $530 million for 40-200 awards under this FOA, with individual awards ranging from $1 million to $20 million, over either a 3 or 9-year period.
Topic Area 1 has $90 million for up to 40 awards, each capped at $5 million. Topic Area 2 offers $230 million for up to 60 awards, each capped at $10 million. Topic Area 3 has $465 million for up to 110 awards, each capped at $20 million.

Key Dates: Concept papers for the first round are due by February 9, 2024, and full applications for the same round must be submitted by April 30, 2024.
