DOE Opens $425M for BIL Advanced Energy Manufacturing and Recycling Grant Program

Opportunity: Bipartisan Infrastructure Law (BIL) Advanced Energy Manufacturing and Recycling Grant Program Section 40209
Overview and Eligible Uses: The Advanced Energy Projects Grant Program, funded over Fiscal Years 2022 through 2026 with approximately $425 million, is initiated by the Department of Energy (DOE) to support industrial projects in eligible energy communities. The program encompasses two Areas of Interest (AOI): Clean Energy Manufacturing and Recycling, and Industrial Decarbonization. In AOI 1, the focus is on boosting domestic manufacturing and recycling capacity for materials essential to the clean energy transition. AOI 2 aims to reduce Greenhouse Gas (GHG) emissions in the U.S. manufacturing sector through significant reductions in existing facilities and new builds resulting in low carbon materials. Eligible small- and medium-sized manufacturing firms (SMMs) are encouraged to apply, with priority given to those in census tracts where coal mines or coal-fired electricity generating power plant units have closed. DOE will provide up to 50% of allowable project costs, requiring the awarded entity to contribute the remaining amount as cost share.
Amount: Estimated total program funding of $425,000,000 with an award ceiling of $100M.
Award Type: Cooperative Agreement
Eligible Applicants:
Small and medium-sized manufacturing firms meeting the following criteria:
Principal business falls within the North American Industry Classification System (NAICS) codes 31-33.
Gross annual sales of less than $100,000,000.
Fewer than 500 employees at the plant site of the manufacturing firm.
Annual energy bills that total more than $100,000 but less than $2,500,000.
Affiliates of the prime recipient, as defined in 13 CFR § 121.702(c).
The proposed project must be located in:
A census tract in which a coal mine closed after December 31, 1999 (a).
A census tract in which a coal-fired electricity generating power plant unit closed after December 31, 2009 (b).
A census tract immediately adjacent to (a) or (b) (c).
Individuals:
U.S. citizens and lawful permanent residents are eligible to apply for funding as a prime recipient or subrecipient.
