DOE Opens $300M Transmission Siting and Economic Development Program

Opportunity: DOE Transmission Siting and Economic Development (TSED) Program - Inflation Reduction Act
Overview and Eligible Uses: The TSED program is the first tranche of $760M program established by IRA that aims to address challenges to expanding electricity transmission capacity and support economic development in communities along transmission lines. Covered projects are “high voltage interstate or offshore electricity transmission line” operating at no less than 275 kV on land or 200 kV offshore.
There are two areas of interest under TSED: siting and permitting activities and economic development activities. Siting and permitting activities include “studies, modeling, environmental planning, and analysis to assess alternatives"; public engagement; and participation in regulatory proceedings regarding transmission projects.
Projects in the economic development area of interest will support a wide range of local needs of communities impacted by the construction or operation of covered transmission lines. Examples of potential projects include subgrants to local organizations for community-identified projects, construction of community facilities, workforce development/engagement initiatives, and develompent of environmental assets, among others.
Amount: A total of $300M is available under this opportunity, $100M of which is anticipated for siting and permitting activities and $200M for economic development activities.
$100M is anticipated for siting and permitting activities. DOE anticipates 14-40 awards between $100k and $10M each.
$200M is anticipated for economic development activities. DOE anticipates making 4-40 awards between $100k and $50M each.
Award Type: Grants and cooperative agreements
Eligible Applicants: Eligible applicants include state, local, or Tribal governmental entities. For siting and permitting activities, the entity must have final authority over siting, permitting, or regulatory decisions for transmission projects within the jurisdiction
Key Dates: Interested applicants must submit concept papers by October 31, 2023. Full applications are due April 5, 2024
