DOE Opens $250M to Federal Agencies for Green Building Projects

Opportunity: Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) Bipartisan Infrastructure Law (BIL): Advancing Net-Zero Federal Facilities
Overview and Eligible Uses:
The Department of Energy created the Assisting Federal Facilities with Energy Conservation Technologies (AFFECT) program to provide funding to federal agencies for the development of energy and water saving technologies and to meet federal mandates. With $250 million in BIL funding, the AFFECT BIL FAC aims to drive the federal government to lead by example and support the administration goals laid out above by promoting agencies’ efforts in achieving a net-zero emissions building portfolio. Applications are expected to be aligned with three key topic areas:
Topic Area 1: Assistance with Net-Zero Buildings Opportunity Development—proposed assistance requests for the initiation and development of an opportunity that will lead to a replicable process or program for future net-zero buildings projects.
Topic Area 2: Modify Existing Projects for Net-Zero Buildings—proposed projects that would add net-zero buildings ECMs to previously awarded contracts.
Topic Area 3: New/In Development Net-Zero Buildings Projects—new projects or projects in development that support net-zero buildings efforts.
Amount: A total of $250M will be distributed among the three topic areas:
$12.5M is designated for Topic Area 1 awards. Up to 125 awards, each ranging from $0—$100k, are anticipated.
$95M is designated for Topic Area 2 awards. Up to 20 awards, each ranging from $0—$10M, are anticipated.
$142.5M is designated for Topic Area 3 awards. Up to 30 awards, each ranging from $0—$10M, are anticipated.

Eligible Applicants: This FAC is available to federal agencies ONLY. Only U.S. federal agencies (including sub-agencies) are eligible to apply for funding under this FAC. Only facilities that are owned by the U.S. federal government are eligible for funding under this FAC.
Key Dates: Submission for first phase (Summer 2023) is due 5/31/2023
