DOE Opens $250M Heat Pump Defense Production Act Program

Overview and Eligible Uses: President Biden invoked the Defense Production Act (DPA) in 2022 to expand domestic production capacity for several clean energy technologies, including electric heat pumps. The IRA appropriated $500M to carry out the DPA.
Funds awarded under this announcement can be used for projects to create or expand domestic production capacity or to retrofit existing production capabilities for electric heat pump systems, components, and materials.
The program is expected to promote small business participation and contribute to the Justice40 goal that 40% of clean energy investments flow to disadvantaged communities.
Amount: A total of $250M is available under this announcement. DOE anticipates making between 6 and 20 awards, with award sizes ranging between $10M and $50M.
Award Type: Grants with at least 50% non-federal cost share
Eligible Applicants: Eligible applicant types include individuals; domestic entities, including higher education institutions, for-profit and non-profit entities, state and local governments, and tribal nations; foreign entities with a waiver request; and consortia
Key Dates: Concept papers are due May 19, 2023. Full applications are due August 1, 2023
