Overview and Eligible Uses: The U.S. Department of Energy (DOE) is issuing a Funding Opportunity Announcement (FOA) in partnership with the Office of Manufacturing and Energy Supply Chains (MESC) and the Office of State and Community Energy Programs (SCEP) to establish:
Industrial Assessment Centers (IACs) at trade schools and community colleges: will provide hands-on technical training for clean energy jobs while also promoting best practices for reducing industrial emissions and enhancing energy efficiency and productivity in small- and medium-sized manufacturing (SMM) facilities.
Industrial Assessment Centers (IACs) at union training programs: will promote clean energy jobs, support small and medium-sized manufacturers (SMMs), and create career pathways. These IACs will leverage the strengths of union training programs and joint labor-management programs, building on successful applied learning and hands-on training approaches of traditional IACs. Technical areas of interest include additive manufacturing, advanced manufacturing, battery energy storage, carbon capture utilization and sequestration (CCUS), combined heat and power (if net-zero aligned), energy efficiency, geothermal technologies, hydrogen and fuel cell technologies, solar energy, smart manufacturing, sustainable manufacturing, and water and wastewater
Building Training and Assessment Centers (BTACs): will develope training programs on energy efficiency and environmental performance for diverse participants (e.g. students, entry-level, mid-career, transitioning workers) in small commercial and institutional buildings. This involves establishing partnerships, recruiting clients, training participants, conducting assessments, and connecting clients with financing and support. Topics covered may include decarbonization plans, energy audits, HVAC systems, lighting, renewables, and more. BTAC curricula may incorporate existing resources such as Better Buildings Workforce Guidelines, NREL Standard Work Specifications, DOE Building America Solution Center, and Better Buildings Assessor Resources.

Subrecipients can include institutions eligible for prime recipient roles, for-profit and non-profit entities, state/local governmental entities, and Indian tribes.
Key Dates: Concept papers are due May 25, 2023 and the final submission deadline for full applications is July 31, 2023.
