Overview and Eligible Uses: The U.S. Department of Energy’s (DOE) Office of State and Community Energy Programs (SCEP) is issuing this RFI to obtain public input regarding the solicitation process and structure of a potential DOE Funding Opportunity Announcement (FOA) to support states and cities in the development, adoption, and implementation of the latest model building energy codes and zero building energy codes for residential and commercial buildings and new and existing buildings throughout the U.S. Specifically, this RFI seeks input on:

Amount: Section 50131 of the Inflation Reduction Act made $1B available for technical assistance to states and units of local government with authority to adopt building codes, which will be available through September 30, 2029. There are two categories of funds:
$330 million to adopt the latest building energy code that meets or exceeds the energy savings in the 2021 International Energy Conservation Code (IECC) for residential buildings and the ANSI/ASHRAE/IES Standard 90.1–2019 for commercial buildings; and
$670 million to adopt a building energy code that meets or exceeds the zero energy provisions in the 2021 IECC code or an equivalent stretch code.
