DOE issues Notice of Intent for $2B for EVs Domestic Manufacturing Grants

Overview and Eligible Uses: The Office of Manufacturing and Energy Supply Chains (MESC) plans to release a Funding Opportunity Announcement (FOA) titled "Domestic Manufacturing Conversion Grants," which will be funded in part or whole by the funds allocated under IRA section 50143 of the Inflation Reduction Act (IRA) for the production of efficient hybrid, plug-in electric hybrid, plug-in electric drive, and hydrogen fuel cell electric vehicles. These grants aim to support the refurbishment and retooling of manufacturing facilities that have recently ceased operations or are at risk of doing so, with the objective of retaining the existing workforce, preventing facility closures, strengthening domestic manufacturing, creating clean energy jobs, and offering union opportunities. The FOA is expected to cover various Topic Areas, such as Small, Medium, and Large Commercial-scale Assembly or Component Manufacturing Facilities for Electrified Vehicles.
Amount: MESC plans to allocate approximately $2 billion in federal funding through this FOA, resulting in approximately 9-15 grants with individual awards ranging from $25,000,000 to $500,000,000
The grants will be available until September 30, 2031, and recipients will be required to contribute at least 50% of the project cost.

Eligible Applicants: Eligible applicants include clean vehicle manufacturers, suppliers, and component manufacturers, with priority given to the refurbishment and retooling of manufacturing facilities that have ceased operations or are at risk of doing so.
