DOE Announces Intent to Open $6.3B for Industrial Decarbonization Projects
Funding for the program comes from both the IIJA and the Inflation Reduction Act

Opportunity: Industrial Decarbonization and Emissions Reduction Demonstration-to-Deployment Program
Overview and Eligible Uses: This program intends to support new technology and processes to reduce emissions from energy-intensive industrial and manufacturing sites, and projects that implement these processes. $500M for this program will come from the IIJA, and $5.8B is from the Inflation Reduction Act.
IIJA funded projects can include:
Testing and validation for emissions reducing technologies
Facility projects or retrofits, including greenfield’s or brownfields
IRA funded projects can include:
Single industrial production line and unit process retrofits
Multi-facility retrofits and/or brownfield development
using a common technology base or approach
Multi-facility retrofits and/or brownfield development
utilizing common infrastructure
Projects will be funded in phases. Applicants will have to submit plans for all four phases up front, and if selected will only receive funds for Phase I to start. Future funding will be awarded to Phase 1 recipients that demonstrate progress.
Phase 1 – Detailed Project Planning
Phase 2 – Project Development, Permitting, and Financing
Phase 3 – Installation, Integration, and Construction
Phase 4 – Ramp-Up and Sustained Operations
Amount: The IIJA funds will be awarded to 2-10 projects, with grants between $10M and $250M. IRA funds will go toward 35-75 projects, with grants between $35M and $500M.
Award Type: Competitive grant
Eligible Applicants: IIJA-funded projects are available for individual scientists, institutes of higher education, NGOs, National Labs, private entities, or a combination thereof. IRA-funded projects are available for private operators of nonpower industrial or manufacturing facility engaged in energy- intensive industrial processes.
