DOE Announces Intent to Open $500M Carbon Dioxide Transportation Infrastructure Finance and Innovation Future Growth Grants

Opportunity: DOE Carbon Dioxide Transportation Infrastructure Finance and Innovation (CIFIA) Future Growth Grants (FGG) Program
Overview and Eligible Uses: The CIFIA program supports common carrier infrastructure projects that connect sources of carbon dioxide to endpoints for storage or utilization.
Under the FGG Program, funds may be used to help offset the difference between base CO2 transport projects (projects for which CO2 supply and offtake contracts are in place) and expanded CO2 transport projects (projects with capacity for an increased the CO2 flow rate, relative to base projects, but for which offtake contracts may not yet be in place).
Both base and expanded projects must comprise a “transit network” of pipeline, rail, road, and/or body of water.
Amount: Approximately $500M out of $2.1B in authorized CIFIA program funding will be used for the FGG program
Award Type: Cooperative agreement
Eligible Applicants: Potential applicants must be eligible for credit support under CIFIA and must undertake a project for common carrier CO2 transportation infrastructure with project costs of at least $100M. Eligible entity types include:
Corporations, partnerships, joint ventures, and trusts
Governmental and public authorities
Public-private partnerships
Potential applicants must submit a letter of interest to DOE before being eligible to apply.
Key Dates: A funding opportunity announcement is expected in Q1 FY2024
